Overall Purpose of Position

 

The Assistant Compliance Officer shall monitor compliance in accordance to the respective Subsidiary Legislation, or any other part of the acquis as may be required, whilst contributing to the overall corporate objectives and mission of the Water Services Corporation by controlling discharges of trade effluents into the sewers.

Main Accountabilities & Responsibilities

The selected candidate will be expected to:

·         Assist in the regulation of discharges of trade effluent to sewer.

·         Form part of the Inspection and Enforcement Teams and assist during surprise inspections on trading sewer discharge systems, including industrial, agricultural and catering and others to check for compliance to SL 545.08 and other Legal Notices or regulations as instructed.

·         Carry out pre-inspection surveys in areas and zones, as well as any necessary follow-through of potential cases as directed;

·         Carry out all functions necessary to discover any potential problems from such sewer discharge systems, including Pipe chasing, opening wastewater manholes and check for any stoppages and blockages;

·         Collect wastewater samples following laboratory quality procedures, undertake site investigations and gather evidence when and as necessary;

·         Give evidence in Court or in legal proceedings whenever necessary;

·         Prepare / process any necessary paperwork involved with the operations, including the use of IT equipment and systems provided, in line with ISO requirements;

·         Process application fee payments, issue of receipts and updating of electronic records;

·         Receive, process and keep track of discharge permit applications & related documentation as directed;

·         Update and maintain the DPU database and individual files;

·         Anticipate problems relating to compliance to SL 545.08 and take action to prevent or resolve them as directed by a superior officer;

·         Be loyal, discreet and diplomatic and to avoid personal prejudices and discriminatory behaviour;

·         Use and maintain monitoring, sampling, testing and other associated equipment in accordance to associated instructions and to keep such instrumentation in good working condition;

·         Exercise due care and diligence in the execution of his duties and in the use of tools, equipment and vehicle entrusted to them,;

·         Safeguard the interests of the Corporation and ensure that H&S regulations are adhered to at all times;

·         Participate in EU funded projects and related activities;

·         Display a flexible attitude in their line of work such as driving when necessary.

·         Participate in and contribute to cross-functional teams as required, consult with relevant departments, as necessary.

·         Carry out effectively any other duties and responsibilities and undertake other assignments as reasonably directed by the Management.

 

Working Conditions

 

  1. Expected to be in, and maintain, a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service;
  2. Expected to work flexible hours in order to meet accountabilities and attend to work after office hours, as may be required;
  3. Abide by rules and regulations issued by WSC;
  4. Consult with other sections as may be required;
  5. Expected to maintain oneself abreast with best practices relevant to the post and attend any training which may be provided;
  6. The nature of this position requires the employee to be physically present during working hours as per operational exigencies.

Qualifications and Experience

 

By the closing time and date of this call for applications, applicants must:

i.          Be in possession of a recognized MQF Level 3 OR;

ii.         One (1) year experience related to the job description

iii.        Experience working directly on waste water networks will be considered an asset.

iv.        Be computer literate.

v.         Have a good working knowledge or experience of Safety, Health and Welfare at work.

vi.        Be in possession of a valid driving license B.

vii.       Candidates shall present a clean police conduct, not older than six (6) months from the date of application to the Board Members during the interview.

The appointment is subject to a trial/probationary period of six (6) months during which time Appointees (i) will retain their substantive appointments, and (ii) need invariably undergo and pass through a specialized certification course to be organized by the Corporation as per exigencies. Failure to get certified as herein mentioned will automatically render the incumbent as having failed the trial/probationary and they shall return to their substantive grade upon notice issued by the Corporation to that effect.
