Overall Purpose of Position
The position of the Technician 1 – GIS requests appointees to primarily manipulate GIS data by geo-locating features representing corporate water networks and other assets on a map. Appointees are required to have a sound level of office skills to perform a variety of tasks mainly revolving around the compilation of reports and to carrying other job-related procedures effectively.
Furthermore, appointees are expected to demonstrate the specialized skills necessary to assess problems and recommend solutions with little, or none, direct supervision. Appointees are always expected to ensure a high level of data quality and to follow procedures and work instructions according to the ISO standards.
Main Accountabilities & Responsibilities The selected candidate will be expected to:
· Manipulate data through ArcMap or any other applicable software as instructed by immediate superiors or as specified through authorized job requisitions. · Follow-up job requisitions to ensure that the requested GIS changes are sufficiently, authorised, perform reviews on requested amendments, ensure that all the required attribute data has been provided and follow up verifications by authorised end users. · Analyze GIS data and prepare simple spatial reports. · Create and update map layers by gathering and reviewing data, copying data, and entering data into the GIS system. · Insert/update metadata. · Support management in creating queries, forms and any reports that contain a variety of information. · Provides support to users by troubleshooting and provide training on any GIS applications as required. · Draft general correspondence. · Plan work on a daily and weekly basis and collate information in order to be able to present reports to his/her immediate superiors. · Participate in and contribute to cross-functional teams as required, consult with relevant departments, as necessary, and provide training to any assigned staff as may be required. · Carry out effectively any other duties and responsibilities and undertake other assignments as reasonably directed by the Management. · Perform any necessary GIS data conversions and translations. · Prepare MS Excel based reports as required. · Participate in and contribute to cross-functional teams as required, consult with relevant departments, as necessary, and provide training as may be required. · Co-ordinate with the Quality Unit in obtaining and maintaining certifications and accreditations of the Corporation and participate in internal and external audits, and peer reviews. · Carry out effectively any other duties and responsibilities and undertake other assignments as reasonably directed by the Management.

Working Conditions
- Expected to be in, and maintain, a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service;
- Expected to work flexible hours in order to meet accountabilities and attend to work after office hours, as may be required;
- Abide by rules and regulations issued by WSC;
- Consult with other sections as may be required;
- Expected to maintain oneself abreast with best practices relevant to the post and attend any training which may be provided.

The appointment is subject to a trial/probationary period of six (6) months during which time Appointees (i) will retain their substantive appointments, and (ii) need invariably undergo and pass through a specialized certification course to be organized by the Corporation as per exigencies. Failure to get certified as herein mentioned will automatically render the incumbent as having failed the trial/probationary and they shall return to their substantive grade upon notice issued by the Corporation to that effect.

Il-kariga ta’ Technician 1 – GIS titlob lill-appuntati biex primarjament jużaw GIS data fuq mappa permezz ta’ geo-locating features li jirrappreżentaw n-networks tal-ilma tal-Korporazzjoni u assi oħrajn. Huwa mitlub li dawk appuntati jkollhom livell qawwi ta’ ħiliet ta’ uffiċċju biex iwettqu varjetà ta’ xogħolijiet li primarjament ikunu dwar il-ġbir ta’ rapporti u li b’mod effettiv jagħmlu proċeduri oħrajn relatati mal-impjeg.
Aktar minn hekk, dawk appuntati jkunu mistennijin juru l-ħiliet speċjalizzati neċessarji biex jevalwaw problemi u jirrakkomandaw soluzzjonijiet, bi ftit, jew ebda, superviżjoni diretta. Dawk appuntati huma dejjem mistennijin li jassiguraw livell għoli ta’ kwalità ta’ data u li jsegwu struzzjonijiet dwar proċeduri u xogħol skont il-livelli ISO.
Kontabilitajiet u Responsabiltajiet Ewlenin
Il-kandidat magħżul ikun mistenni li:
- Juża data permezz ta’ ArcMap jew kull software ieħor applikabbli kif mogħti struzzjonijiet mis-superjuri immedjati jew kif speċifikat permezz ta’ rekwiżizzjoni awtorizzata ta’ xogħol.
- Isegwi rekwiżizzjonijiet ta’ xogħol biex jassigura li l-bidliet GIS mitluba huma suffiċjenti, awtorizzati, iwettaq reviżjonijiet fuq emendi mitluba, jassigura li d-data kollha meħtieġa attribwita ġiet provduta u jsegwi verifikazzjonijiet minn utenti awtorizzati.
- Janalizza data GIS u jipprepara rapporti sempliċi.
- Joħloq u jaġġorna map layers billi jiġbor u jagħmel reviżjoni ta’ data, jikkopja data, u jdaħħal data fis-sistema GIS.
- Idaħħal/jaġġorna metadata.
- Jagħti appoġġ lill-management fil-ħolqien ta’ mistoqsijiet, formoli u rapporti li jkun fihom varjetà ta’ informazzjoni.
- Jipprovdi appoġġ lil utenti billi jsolvi l-problemi u jipprovdi taħriġ fuq applikazzjonijiet GIS kif meħtieġ.
- Jabbozza korrispondenza ġenerali.
- Jippjana xogħol fuq bażi ta’ kuljum u ta’ ġimgħa u jiġbor informazzjoni biex b’hekk ikun jista’ jippreżenta rapporti lis-superjuri immedjati tiegħu/tagħha.
- Jipparteċipa u jikkontribwixxi f’timijiet kross-funzjonali kif meħtieġ, jikkonsulta ma’ dipartimenti, kif neċessarju, u jipprovdi taħriġ lil staff assenjat kif jista’ jkun meħtieġ.

Kwalifiki u Esperjenza
Sal-ħin tal-għeluq u d-data ta’ din is-sejħa għal applikazzjonijiet, l-applikanti jrid:
- Ikun fil-pussess ta’ MQF Livell 4 rikonoxxut relatat mad-deskrizzjoni tax-xogħol rispettiva flimkien ma’ sena (1) esperjenza fi Skala 12 jew ogħla JEW;
- Ikun fil-pussess ta’ MQF Livell 3 u tliet (3) snin esperjenza relatata mad-deskrizzjoni tax-xogħol fil-Korporazzjoni fi Skala 12 jew ogħla JEW;
- Ħames (5) snin esperjenza relatata mad-deskrizzjoni tax-xogħol fil-Korporazzjoni fi Skala 12 jew ogħla.
- Ikunu kapaċi jiktbu tajjeb rapporti u jikkomunikaw bil-miktub bl-Ingliż
- Ikunu kapaċi jaħdmu bil-kompjuter u kapaċi jużaw software packages speċifiċi
- Il-kandidati għandhom jippreżentaw kondotta nadifa tal-pulizija, mhux aktar minn sitt (6) xhur mid-data tal-applikazzjoni lill-Membri tal-Bord waqt l-intervista.
- L-applikanti li jissodisfaw il-kriterji ta’ eliġibbiltà msemmija hawn fuq, iridu jiksbu b’suċċess il-marka ta’ pass stabbilit f’eżami bil-miktub stabbilit mill-Bord tal-Għażla tal-WSC biex ikunu jistgħu joqogħdu għal intervista.

L-appuntar huwa suġġett għal perjodu ta’ prova/probation ta’ sitt (6) xhur li matulu l-appuntati (i) iżommu l-ħatriet sostantivi li għandhom; u (ii) invarjabilment iridu joqogħdu u jgħaddu minn kors ta’ ċertifikazzjoni speċjalizzata li jkun organizzat mill-Korporazzjoni skont l-esiġenzi. In-nuqqas ta’ ksib ta’ dan iċ-ċertifikat jirrendi awtomatikament lill-appuntat bħala li falla l-perjodu ta’ prova/probation u jmur lura lejn il-grad sostantiv li kellu mal-ħruġ tal-avviż effettiv mill-Korporazzjoni.
