Overall Purpose of Position

To assist the Discharge Permit Unit in enhancing its enforcement capacity through the execution of compliance verification by means of sampling & laboratory testing.

To set up, administer and maintain an operational lab including calibrations, testing and quality control as directed by DPU Management.

To contribute to the overall objectives of the Corporation in line with the statement and mission of the Water Services Corporation.

Main Accountabilities & Responsibilities

  • To perform chemical analytical tests in line with the compliance verification sampling required by the section.
  • To input data using IT equipment provided.
  • To perform analytical/technical duties both as regards routine chemical tests in accordance with the relevant Standard Operating Procedures, as well as others that may be assigned by DPU Management.
  • To use various equipment for the necessary analysis.
  • To perform sampling as per the established Standard Operating Procedures and in line with the operational requirements as deemed necessary by the DPU Management.
  • To carry out assigned duties in the field and to carry out certain tests and measurements in the field as directed and according to the relevant Standard Operating Procedures and Work Instructions.
  • To register samples including the recording of parameters and equipment.
  • To prepare test reagents, standards and other solutions as required and according to the relevant Standard Operating Procedures and update all relevant records and forms.
  • To maintain all necessary records, forms, registers and other laboratory documentation as deemed necessary by DPU Management.
  • To monitor stock levels of laboratory items, chemicals and consumables and participate in stock-taking exercises.
  • To undergo any kind of training related to his/her work either that organised by the DPU / WSC or by any other external institution.
  • For the implementation of Good Laboratory Practice at all times.
  • To abide by established Health and Safety criteria.
  • To take due care and diligence in carrying out the assigned duties and in using the entrusted equipment.
  • To show exemplary behaviour which includes abidance by the rules and regulations of the Laboratory and the WSC.
  • To follow an approved WSC dress code (uniform).
  • To perform other laboratory work which may be assigned by the DPU Management and which might include driving a vehicle.
  • To ensure that lab analysis is carried out, in-line within specified timeframes.
  • To input, record, and analyse data using several software packages, including but not limited to MS Excel.
  • Co-ordinate with the DPU Management in maintaining a high level of Quality Control achieved through frequent QC checks and also participation in inter-lab calibrations, proficiency testing and both internal and external audits;
  • To participate in EU-projects and project-related activities;
  • Carry out effectively any other duties and responsibilities and undertake other assignments as reasonably directed by the Management.

Working Conditions

  1. Expected to be in, and maintain, a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service;
  1. Expected to work flexible hours in order to meet accountabilities and attend to work after office hours, as may be required;
  • Abide by rules and regulations issued by WSC;
  1. Consult with other sections as may be required;
  1. Expected to maintain oneself abreast with best practices relevant to the post and attend any training which may be provided;
  1. The nature of this position requires the employee to be physically present during working hours as per operational exigencies.

Qualifications and Experience

By the closing time and date of this call for applications, applicants must:

  1. Be in possession of a VET Diploma Level 4 (this should enjoy the same parity of esteem as the Matriculation Certificate) issued by a recognized institution, or either any of the following stated below;
  1. VET Level 3 coupled with 2 years’ experience related to the job description, (this should enjoy the same parity of esteem as 6 Secondary Education Certificate (SEC) Subjects at Grades 1 to 5); or
  • Four (4) years’ experience within the same field and related to the job description.
  1. Be adequately able to use a computer such as send/receive emails, inputting of results, basic use of common office applications such as Word Processors, Spreadsheets & Presentation software;
  1. Applicant should preferably be in possession of a valid driving license B (manual transmission);
  2. Preferably be in possession of academic qualifications in chemistry or a subject related to the job description;
  • Be in possession of a clean police conduct, not older than six (6) months from date of application;

  • Problem solving skills, able to multitask and meet challenging deadlines;
  • Highly organized and flexible;
  • Able to maintain a professional approach at all times.

The appointment is subject to a trial/probationary period of six (6) months during which time Appointees (i) will retain their substantive appointments, and (ii) need invariably undergo and pass through a specialized certification course to be organized by the Corporation as per exigencies. Failure to get certified as herein mentioned will automatically render the incumbent as having failed the trial/probationary and they shall return to their substantive grade upon notice issued by the Corporation to that effect.
