Professional Officer – Mechanical Engineer

Overall Purpose of Position


To assist and participate in the preparation of policies, strategies, designs and procedures relevant to the mechanical engineering works related to water and wastewater operations in Malta and Gozo and ensure implementation thereof in a timely and efficient manner.  The chosen applicant/s may be assigned to assist in various sections of the Corporation this includes but is not limited to Water and WasteWater Regions, Projects Office, Sewage Treatment Plants and Reverse osmosis Plants across Malta and Gozo.


 Main Accountabilities & Responsibilities

The selected candidate will be expected to:


·       Responsible to design and prepare works related to mechanical engineering works relevant to the water and wastewater network infrastructure.

·       Analysis of data and creation of KPI’s to assist in achieving higher operational efficiencies

·       Implement tactical changes to ensure efficiency targets are met in a timely manner.

·       The successful completion of all mechanical engineering works undertaken within the specific time frames and budgetary limits.

·       The day-to-day administration works

·       The operation and maintenance of the all plant, equipment, workshop machines and mobile plant where and if applicable

·       Supervise all necessary maintenance and repair activities, including assets and plant of the water and waste water infrastructure where applicable.

·       To control the quality of works under his charge under strict health and safety regulations.

·       To identify how assets can be operated more efficiently and more profitably employed

·       To utilize Corporation’s assets and capabilities to undertake work for third parties

·       To liaise with all stakeholders in matters of common interest

·       To be conscious of the traditions of water and wastewater management in the Maltese Islands, and to safeguard old plant/assets which form part of the national heritage.

·       To provide data and information and to participate as required in future programs of water and wastewater quality improvements, including the design and construction of the water and wastewater network infrastructure.

·       To develop a productive workforce that has the most interest and pride in accomplishing the above, and that is conscious of work ethics and the importance of health and safety

·       To ensure the proper conduct of the affairs of the section, including budget preparation and budgetary control.

·       To run the units under jurisdiction in the most cost-effective manner possible, constantly scrutinising activity costs and asset utilisation to identify possible savings.

·       To promote and participate in water and wastewater environmental protection programs and participate in developing applicable policies.

·       To develop and maintain constantly improving relationships with customers and third parties, develop a spirit of service to the community in all the activities of the Section

·       To develop a culture of customer service throughout the Section and to develop and maintain constantly improving relationships with customers and third parties as far as the activities of the Section is concerned

·       To manage and direct the activities of the staff of the Section to meet its objectives and targets in terms of performance, attendance, discipline, quality and customer relations.

·       To co-ordinate and develop policies, procedures and strategies required for the effective and efficient running of the section.

·       To participate in the preparation of annual work programmes and budgets of the Section, and to carry out the necessary budgetary control.

·       To authorise capital and recurrent expenditure for the Section as in its Budget according to cost-effective criteria.

·       To report to higher authorities

·       To prepare weekly management reporting

·       To monitor the achievement or otherwise of the Section’s KPI’s and work programmes and initiate necessary action to achieve required performance.

·       Participate in and contribute to cross-functional teams as required, consult with relevant departments, as necessary, and provide training as may be required.

·       Co-ordinate with the Quality Unit in obtaining and maintaining certifications and accreditations of the Corporation and participate in internal and external audits, and peer reviews.

·       Carry out effectively any other duties and responsibilities and undertake other assignments as reasonably directed by the Management.


Working Conditions


      i.         Expected to be in, and maintain, a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service;

     ii.         Expected to work flexible hours in order to meet accountabilities and attend to work after office hours, as may be required;

   iii.         Abide by rules and regulations issued by WSC;

    iv.         Consult with other sections as may be required;

     v.         Expected to maintain oneself abreast with best practices relevant to the post and attend any training which may be provided.


Qualifications and Experience


By the closing time and date of this call for applications, applicants must:


  1. Be in possession of an MQF Level 6 qualification or higher in Mechanical Engineering, issued by a recognized institution.

     ii.         Be in possession of a clean police conduct, not older than six (6) months from date of application.

·       Problem solving skills, able to multitask and meet challenging deadlines;

·       Highly organized and flexible;

·       Able to maintain a professional approach at all times.


The appointment is subject to a trial/probationary period of twelve (12) months during which time Appointees (i) will retain their substantive appointments, and (ii) need invariably undergo and pass through a specialized certification course to be organized by the Corporation as per exigencies. Failure to get certified as herein mentioned will automatically render the incumbent as having failed the trial/probationary and they shall return to their substantive grade upon notice issued by the Corporation to that effect.

Chosen applicants will be recruited through an outsourcing company however they will carry out a service directly with the Water Services Corporation.
