The Water Services Corporation is currently seeking the services of a Professional Officer – People Management on Full-Time basis, for an indefinite period subject to successful completion of a probationary period of 12 months.

 

The chosen candidate must be prepared to perform all the duties and responsibilities assigned to the relevant role as per below:

  • Be a key player in the implementation of the Corporation’s HR strategy that focuses on employing high standards of recruitment practices, employee retention and innovative reward models based on intrinsic and extrinsic reward schemes.
  • Ensure that the office deals with employee issues in a timely and professional manner, serving as a go-to point, as and when required.
  • Actively propose improvements to policies and procedures.
  • Coordinate human resource planning including job-description mapping, function evaluation and performance management.
  • Understand and facilitate periodic Training Need Analysis (TNA) to ensure that all the required skill sets are developed/found inhouse and facilitate work and career progression to employees by offering guidance and support in reaching new and diverse skills.
  • Collaborate with the Quality directorate to achieve and maintain ISO standard practices within the remit of human resources to ensure a high-level of quality within the department.
  • Create and nurture a culture of customer service throughout the section to develop and maintain professional relationships with internal and external stakeholders.
  • Ensure that GDPR policies are strictly adhered to.
  • To develop and maintain a suitable HR information system for internal stakeholders to ease communication flow while organizing data and information received in an efficient and transparent manner.
  • Maintain and revise the company’s handbook on HR policies and procedures.
  • Oversee the recruitment process for all personnel, including the preparation of internal and external calls and other relevant documentation, writing and placing job descriptions, adverts and coordinate new employee orientation.
  • Develop new accredited training programs to strengthen career mobility.
  • Manage and direct the activities and staff of the section to meet its objectives and targets in the most cost-effective manner possible, constantly scrutinizing activity costs and asset utilization.

 

 

  • Prepare monthly management reports as may be required.
  • Monitor and enforce the achievement or otherwise of the section’s KPIs and work programs and initiate necessary action to achieve the required performance.
  • Assign tasks to staff under his / her remit and ensure that these are performed up to the standards required and within the specified timeframes.
  • Participate in and contribute to cross-functional teams as required, consult with relevant departments, as necessary, and provide training as may be required.
  • Carry out effectively any other duties and responsibilities and undertake other assignments as reasonably directed by the Management.

 

The selected candidate shall, for the period during which he / she is performing such duties, be accountable to the Human Resources Manager. Applicants must by the closing date and time of submission of the application be in possession of:

  1. A recognised Degree at MQF Level 6 or higher, related to the respective job description, preferably in Human Resource Management or Psychology.
  2. Proven experience working with HR systems, preferably Dakar.
  3. A clean police conduct, not older than six months from date of application.
  4. An ECDL Certification.
  5. A valid driving license B.
  6. Experience in Human Resources shall be considered an asset.
  7. Applicants in possession of, or reading for a recognised Masters at MQF Level 7 or higher, in a directly related field shall be given preference.
